@Terrax Well if you are 100% sure that the problem is not in the kernel but in the package then yes I think you should check for bugs against the kde power management package. First, maybe you want to try poking around in /proc (specific files mentionned in previous bug comments) and make sure that the behavior is right. Checking if the behavior on Gnome is right would also help to know if its a KDE thing or a kernel thing.
I haven't tried jaunty yet..
