I do not agree that it is something little important. At least for
people non-english languages. I live in Spain and have recently
installed Hardy on my mothers computer in Czech Republic. When I got
back to Spain, my mother called me that she cannot use linux anymore
because it does not write in Czech. She is booting to Windows now. For
an user that wants to use a computer to work this is a CRITICAL bug,
because it does not allow him/her to do the job.

My mother is a nurse and to be asking her to know how to type setxkbmap
cz in a terminal every time she wants to write the work report is not
user friendly at all.

I would vote to get it fixed in Hardy (at least via workaround as
mentioned earlier)
