distributions are free not to support it.
Basically nothing supports /var/log being on a separate filesystem.
The FHS mentions which directories may be on different filesystems:
(o) To boot a system, enough must be present on the root partition to
mount other filesystems. This includes utilities, configuration,
boot loader information, and other essential start-up
data. /usr, /opt, and /var are designed such that they may be
located on other partitions or filesystems.
So outside of this, we don't really try. There are assumptions all
throughout the boot process that /var/log is on the same underlying
filesystem as /var, and the FHS permits us to make that assumption.
