So, update-manager is supposed to open, but not be visible. When I
restarted, update-manager appeared after about one minute.

Windows should not open randomly without the user requesting it.

- I see that update-manager is autolaunched, on the advice of the "Desktop
- Experience" team. This is clearly the wrong thing to do for various
- reasons:

+ in the foreground for my window manager, windows should not be opened
+ even in the background for the following reasons:
  
  * It is very disruptive
  * It is completely different to the past behaviour
  * No other distribution does this
