Yes, you can only upload one attachment per post. Annoying, isn't it?
Bug 82652 deals with this, but there doesn't seem to be much progress in
enabeling multiple attachments from the web-interface. Feel free to
subscribe to that bug and mark it as "This bug affects me". It is
possible to upload multiple attachments in one comment by sending an
email with the attachments to <bugnr>@bugs.launchpad.net.
