Public bug reported:
The pdfxmltex program inside the xmltex package depends on the file
fotex.xmt which is only distributed inside the passivetex package.
I must admit that I know close to nothing about tex, however the
pdfxmltex program gave an error saying fotex.xmt was missing, installing
passivetex resolved the issue
