Next, when a bug report is set to incomplete, usually the bug triager (or the person who set it as "incomplete") ask you if you believe it still happens. They are using canned (ready-made) messages, makes it easier to massively detect and respond to old bugs that their bug reporters might have abandoned and forgot open.
Now, you are supposed to reply when they ask you. If we take for example bug #249958, a good bug report indeed.
