I'm using Ubuntu Hardy.

As I have already mentioned If "play system sounds" checkbox is unticked
(disabled) any USB audio device which is plugged into the computer
shouldn't start playing system sound music (the "login" sound effect).

** Description changed:

- When system sounds preference is disabled the system shouldn't play
- system music when USB audio device is plugged in. This should only be
- happening if the system sounds preference has been enabled.
+ When the "play system sounds" preference is disabled in the sound
+ preferences Ubuntu shouldn't play system music (login sound effect) when
+ a USB audio device is plugged in.

- Please add checks so this doesn't happen.
+ This should only be happening if the "play system sounds" preference has
+ been enabled.
+
+ Please add checks so when a USB audio device is plugged in the system
+ first checks if the setting is enabled before playing the sound effect.
