For built-in drivers, these "preferences" are provided by link ordering.
module-init-tools v3.7-pre1 now applies this same order to modules.
I think this won't be quite as powerful as for built-in drivers, but it
is definitely supposed to solve your problem.
As before, if users need to override the defaults, they will have to
edit /etc/modprobe.d/blacklist.
