When you see this issue, is X actually frozen and not updating, or is it only that the mouse and keyboard aren't registering? Look to see if the clock or something on the screen updates itself, or is completely frozen.
If X is still updating, but input devices aren't working, then more likely HAL is malfunctioning for some reason. ISO images are available at http://cdimages.ubuntu.com/releases/jaunty/. If you can reproduce it in the LiveCD environment, you shouldn't need to modify your installed system.
