here are the answers
1- I did not.  I installed directly Ubuntu 8.10
2- I din not add any.
3- I have not tried it. But I did as db said and it works. I changed grub list.

I typed "sudo gedit /boot/grub/menu.lst" and then removed "splash" and
"quiet" entries then I restarted

BUT IT WORKS.

The splash screen doesn't come while starting and shutting down /or
rebooting. The lines and commands come but that is not a problem. It
shuts down or reboots properly

It seems that this bug is solved now. But what will happen in the next
update when a new kernel is released? Am I have to do the same things or
will ubuntu developers find a new solution for this?

Anyway
I can reboot and shut down properly now
