It seems that, unfortunately, individual applications need "fixing." I'm
going to re-open this bug because it seems to be a severe usability
issue, no matter if an application doesn't comply with the features of
notify-osd. Are apps supposed to have a notificaiton-daemon version with
actions, and then a version for Ubuntu without? I'm mostly talking about
the software not in the archives (Gwibber) because we can't easily apply
patches when the software isn't in the archives to begin with.
