Thanks for reporting this bug. I noticed that you downloaded a jigdo template file, and not an actual Xubuntu ISO. A jigdo template file will assist you in using the jigdo application to fully download a Xubuntu ISO in parts, and is useful for when you have lesser bandwidth. You actually have to run the jigdo application to fully download the ISO by way of the jigdo template, though.
Please attempt to download the Xubuntu ISO through the link: http://cdimage.ubuntu.com/xubuntu/ports/releases/intrepid/release/xubuntu-8.10 -alternate-powerpc.iso You can then burn the ISO to a CD, and perform the same checks that you had run before filing this bug report.
