Maybe that is default setting since if every media is indexed when is mounted to /media that would mostly kill your usability of that media. Also, i think that, that database of files on /media is mostly useless if media is not present and so.
It would be nice if user could easily set that behavior IF he wants that new media that is inserted first time, be indexed.
