Consoles are now in UTF8 mode by default. If I run unicode_stop as an
unprivileged user, these error messages are displayed:

/usr/bin/unicode_stop: 42: cannot create /dev/tty1: Permission denied
/usr/bin/unicode_stop: 42: cannot create /dev/tty3: Permission denied
/usr/bin/unicode_stop: 42: cannot create /dev/tty4: Permission denied
/usr/bin/unicode_stop: 42: cannot create /dev/tty5: Permission denied
/usr/bin/unicode_stop: 42: cannot create /dev/tty6: Permission denied
/usr/bin/unicode_stop: 42: cannot create /dev/tty7: Permission denied

(Running the command from console 2, /dev/tty2.)

So the problem is still there, but after 2 years & 8 months I have
trouble remembering why I wanted to use these commands.
