There is a simple solution to this bug: The desktop file orca.desktop is
messed up (due to a patch, I guess).

There are two orca.desktop files:

/usr/share/app-install/desktop/orca.desktop belonging to app-install-data 
package
/usr/share/applications/orca.desktop belonging to gnome-orca package

both contains to wrong line
+NoDisplay=true
instead of
NoDisplay=true

I grep-ed NoDisplay in /usr/share/app-install and
/usr/share/applications and orca.desktop is the only filename which has
a plus sign in front of NoDisplay.

Therefore, I think this + should be removed.

I removed + sign from /usr/share/applications/orca.desktop and, as a
result, the Orca menu item (and the menu folder Universal Access)
disappeared. Don't know about the app-install (not familiar with app-
install-data package) but I guess (pretty strongly) that is a mistake
there too.

If correct, please upload this fix. Thanks.
