I don't know how recent it is: I've had it for some time but only got
round to filing it today. Your quick fix sounds like a possible patch:
if a file requires a particular encoding, it should specify it, not rely
on the default encoding being the same.

What's the next step with this bug? Change the status to 'confirmed'?
Sorry about the newbie question, I'm still trying to get the hang of bug
