OK, I think I got it working.  If I boot with the workaround in bug
328892 and the workaround in bug 332270, I can boot a 2.6.28-8 kernel.

I have udev 138-2 installed, so I shouldn't have needed the second
workaround.  Perhaps the install of udev 138-2 didn't patch my 2.6.28-8
kernel because that wasn't the kernel running at the time.  However,
something more than that was wrong because I still had the offending
'watch' in my /lib/udev/rules.d on my root file system as well as the
initramfs.

Unfortunately I did not save any of the rules files before I modified
them with the sed script.
