Some more specifics, so you can isolate the source  of the problem (I do
believe this is a bug):

When trying to use Places-->Connect to server, the precise error message is:
Cannot display location "ftp://[email protected]"; Invalid 
reply.
I believe that "Connect to server" is not properly handling a valid response 
from the ftp site. Using a terminal window, and the ftp command in verbose 
modem this is what you see getting returned by the ftp location. I believe the 
"Connect to Server" application is having difficulty parsing this valid response
