Remove the file. Better, remove all of .texmf-var

So what do you want to achieve??? If you want to add a new hyphenation
pattern it would be the correct way to read
        TeX on Debian
document which is shipped (at least in Debian) in the tex-common package
which explains HOW to correctly add a new hyphenation pattern.

In quick: You have to add a file to /etc/texmf/language.d/, call
        update-language
and then
        fmtutil-sys --byfmt latex
or similar.
