In Windows Caps Lock and Shift are needed in order to apply punctuation

In lyx you should only remember that Shift + one of the letters is a
punctuation of some sort


The Caps Lock + Shift, even if not mandatory it should be by default as its the 
most common configuration so far and I think its part of the standard assigned 
by the SII as you mentioned before
