To enable ufw, you should type:
$ sudo ufw enable

This will start the firewall immediately and enable it to be started on
boot. You mentioned that firestarter is installed. It is very possible
that firestarter is starting after ufw, flushing the chains and taking
over managing the firewall from ufw. Can you try removing firestarter,
enabling ufw and rebooting? Please report back if this fixed the issue
or not for you.
