The default /etc/init.d/apport does not call runlevel, and neither does
"/lib/lsb/init-functions". "sudo strace -f -e execve /etc/init.d/apport
start" shows that runlevel is not called at all.

Also, upstart-compat-sysv  (which provides /sbin/runlevel) is "Priority:
required" and installed by default.

I think you severely changed your base system, maybe by not using
upstart but some other runlevel/init script system. Please copy&paste
the output of

  sudo sh -ex /etc/init.d/apport start

** Changed in: apport (Ubuntu)
       Status: New => Incomplete
