Public bug reported: Binary package hint: update-manager
When there are non-security updates available and no security updates available: Where X is the update interval set in Software Sources (a week by default), Update Manager should open X after it was last opened at all (whether manually or automatically), *or* X after updates have been installed by any method (e.g. Synaptic, apt-get, or aptitude), whichever is later. This is a change to the current behavior, which does not take into account update mechanisms other than Update Manager itself (and may not take into account opening and closing Update Manager without installing anything). This can be implemented by checking the apt/dpkg timestamp.
