There's not much one can do to improve the look of notifications for the non-composite case without redesigning the way the bubble-background is rendered (that black rounded rectangle thing). The non-composited case never has been a priority. Therefore no design-thought went into this case. The only requirement to fulfil is make it work under non- composite. That goal is met. Click-through works, the shape of the notification-bubble is the same etc. In addition to this I currently have a huge problem with the notification-bubbles not being visible if one is running metacity+compositor. That I had working flawlessly during the sprint in Berlin and moved on to other tasks. Then about two weeks later suddenly someon poked me that bubbles weren't showing for metacity+compositor. Trying to find the commit that introduced this regression with out a working bisect-plugin for bzr, is something I currently resist to invest time on, considering other higher priority tasks on my stack. After all metacity+compositor never was a targetted use-case.
