I also have this issue with an ASUS motherboard and SATA and IDE drives attached. I can also confirm, beyond a doubt that adding all_generic_ide degrades disk performance. My copy speed between internal HDs (SATA->SATA or IDE->SATA) is around 500 KB/s. My download speed from the internet is faster than that...
I have also just changed my grub and removed the all_generic_ide and added pci=nomsi. I am not sure that everything is running as fast as it could, but it is a LOT faster than it was yesterday. :) My copy speeds are now around 15MB/s, or so, from IDE -> SATA. and 25 MB/s from SATA -> SATA. I am running a fresh install of Ubuntu 8.10, 64-bit, on an AMD 64 939 proc.
