I can confirm this bug, too.
In addition, I reported this bug on the GNOME bugzilla tracker as requested.
As you can see in my report there, the keys ^ ~ cause a beep with the
keymap "de nodeadkeys", which don't with "de". But that doesn't change
the fact that the mentioned keys still don't get displayed.
For that reason reopening the bug.
