Requesting a Feature Freeze exception for this. mvo's branch (attached
to the report) implements the X-AppInstall-AlwaysOnTop flag. Both mvo
and I have tested it and it functions well. The only negative we've
found is that the sorting does slow display of the app lists in
Add/Remove a tad. mvo has mitigated that mostly by not allowing the
sorting for the "All apps" category, which we wouldn't want it there
anyway. mvo said he is ready to upload the change if a feature freeze
exception is granted.
