** Description changed:

  Binary package hint: xserver-xorg-video-intel

I'm running 8.10 with an intel gma x3100 on a Dell Inspiron 530 desktop.
Dragging windows, scrolling, playing a video, or pretty much anything that
'moves' produces horrible screen tearing. This occurs with or without desktop
effects enabled.

  I have xserver-xorg-video-intel 2:2.4.1-1ubuntu10.3 installed.

Others have suggested that disabling textured video improves the
  tearing, but adding the lines...

        Option "TexturedVideo" "false"
        Option "VideoOverlay" "on"

...to my xorg.conf device section I see no change at all. Same awful
tearing in videos and everything else.

  /etc/X11/xorg.conf
  Section "Device"
        Identifier "Configured Video Device"
        Option "TexturedVideo" "false"
        Option "VideoOverlay" "on"
  EndSection

  Section "Monitor"
        Identifier "Configured Monitor"
  EndSection

  Section "Screen"
        Identifier "Default Screen"
        Monitor "Configured Monitor"
        Device "Configured Video Device"
  EndSection
