I'm closing this bug:
- the fact that rails installed via rubygems doesn't work with ruby 1.8.7
installed via apt is not an Ubuntu problem
- the bug was caused by changes in ruby 1.8.7 which broke rails. the rails
package was never affected AFAIK

Current version of 1.8.7 breaks somthing in rails.
