That was because by default in Kubuntu 8.10, the systemsettings package
was rather empty unless you installed kdebase-workspace-bin, bringing in
the entire KDE desktop.
This has since been fixed in Kubuntu 9.04. In Kubuntu 9.04
systemsettings comes with a number of core configuration modules, now
including the Mouse & Keyboard module.
