The system has been recently upgraded with apt-get update & apt-get
dist-upgrade. This was not happening before this upgrade.

Create a file name Test.txt and open it on Kate. Type something, save,
close, reopen. What you typed is still there. OK.

Now rename it to Tést.txt (i.e. put an accent in the "e") and open it
with Kate. File contents are blank and file name in the document list is
shown "Tést.txt".

Open if with OpenOffice Writer and it works fine. A similar problem
happens with Okular (in that case, the PDF file that has accents in its
name doesn't even open, see screenshots) and my guess is that it happens
with other KDE4 applications.

The problem happens also if the file is in a folder that has accents in
the name, e.g.: ~/Tést/Test.txt
