I tested the issue on Intrepid Live CD and the issue is present in the way in which the message "battery is charged" is never displayed. By default the notification icon is only displayed when charging and discharing process runs, so when the battery is fully charged the icon disappears and no message "battery is charged" is shown. If you enable the permanently displaying of notification icon, when the battery is fully charged (you realize this moving the mouse pointer over the icon) the icon doesn't change its status (it seems that the charging process isn't terminated) and no message is displayed.
