I'm have same same symptoms on an install from the alternate jaunty alpha 5 
image.
The keyboard is an qwertz one, the passphrase for the encrypted volume given in 
the installation was recognized as intended. But the keyboard layout of the 
virtual terminals, and therefore while booting is qwerty. The X-server 
configuration is as requested while installation again qwertz. This is not 
incorrect behavior of the X-server but a missing adjustment of the console 
keymaps of the VTs.
