If you're not seeing the keycode from xev, then it is a problem at a
lower level than xkeyboard-config.  Could be either HAL or the keyboard.
I will shift the bug to HAL for further analysis; they can move it to
linux if it turns out to be a kernel issue.

For troubleshooting this issue, you could use the Hotkey troubleshooting

Even though this key is not a hotkey, the troubleshooting process is
fairly similar.  Basically next you need to identify your keyboard
device, and then use 'sudo input-events <devnum>' from the console to
see if it is sees the key.  Good luck!
