Public bug reported:

Video tearing occurs when playing back any video in any player (Gnome
Movie Player, MPlayer, VLC), except when the screen is minimized to a
certain extent. When the screen is maximized or in full screen, severe
tearing issues occur.

This bug was present in 8.10 and now 9.04 (fully updated) and compiz is
turned off. Problem also occurs when fglrx is installed and compiz is
turned off; the problem becomes even more severe when fglrx and compiz
are functioning.

AFAIK, the issue doesn't have anything to do with the hardware because
said problem does not occur in Windows XP or Vista.
