I think this is not a bug. Most likely cause is that the drive really wasn't cleanly unmounted in Windows and since Linux (unlike Windows) respects the filesystem state, it won't mount it. You should have tried the first suggestion: disconnect the external devices by clicking on the 'Safely Remove Hardware' Icon in the Windows taskbar. This will probably solve your problem. Note that this is not an error or a bug, but reasonable and excpected behavior.
