Can you please check if that still happens with Jaunty and if so if using --locale fr_FR.UTF-8 (for french) with ltsp-build-client solves the issue ?
You may also need the language packs for your language installed in the chroot if the .po from ldm are picked up by the builders and moved to the language-packs.
