Same problem here on x200s (Intel 4500, 1440x900). It may be that this
is related to (some) wide screens: panel is resized only to fit 4:3
screen.

SYMPTOMS: Kubuntu's panel is short by about 2 inches on my all intel
machine only. Resolution is 1440X900
CAUSE: Unknown but doesn't affect the nvidia based machine in the same
manner. Nv driver at the same resolution.
STEPS TO REPRODUCE:
1/ install kubuntu on an all intel machine with a monitor res of 1440x900.
2/ see the panel fall short by approximately 2 inches
