The error is in /etc/dbus-1/system.conf. Removing the offending <syslog/> line results in a clean install. Moving the <syslog/> line to the bottom of the file outside the <busconfig> enclosures also allows it to start. At least without a reboot, I see no syslog messages in either circumstance.
