I have been developing a GUI tool for touchpad, GPointingDeviceSettings <http://live.gnome.org/GPointingDeviceSettings>. It needs the header files and .pc file. I think these files should be included -dev package.
And there is no need to link against so file. Definitions in header files just need for the tool.
