I can confirm this. The program is called cpufreq-applet.
This is on Acer Ferrari 3000, Athlon XP 2500+, chipset VIA KM400, graphics Radeon 9200. Trying to change the governor or set a fixed CPU speed in cpufreq-applet has no effect.
