I think the problem is actually that I've completely misunderstood how the dialog works. The button says "Set system time..." and the ellipsis indicates to me that this should open a new dialog. Instead, it closes the dialog. I think the way it actually works is that you first set the time, and then click the button to effect the changes. Is that correct? If so, I apologize for the confusion and I think this is just a usability issue.
