Public bug reported:

I like the new notifications. Especially how you are not expected to
interact with them and they get out of the way when your cursor goes
over them.

I do not like how many notifications I get from Pidgin. I have alot of
buddies in my various IM accounts. Somebody is invariably signing in at
most times.

What I have found is that this has decreased the usefulness of all
notification bubbles because I no longer pay attention to them. The vast
majority of my notification bubbles are for buddies signing in. I rarely
notice when somebody talks to me or my power is unplugged.

This is the correct behavior according to the wiki
https://wiki.ubuntu.com/NotifyOSD but I think the rational should be
rethought.
