What you say could be done is correct. It is also true that Rome wasn't built in a day and Ubuntu Server is a young project. What those could do items lack is someone who is motivated to focus on this particular problem and develop and deploy a solution. Generally people who are worried about this will just select the mail server task and be done with it.
Ubuntu Server, on purpose, provide a very minimalistic standard configuration.
