Public bug reported:

Ubiquity (the Ubuntu installer), has a "where are you?" step where you
select your location. Please try it out yourself and see how brutal it
is to use. It is soo hard to select a location (Toronto). I couldn't
even go directly to "T" by pressing it on the keyboard. I had to scroll
through all the city names. For the love of GOD please make things
simple. P.S Here's a bloody hint, look at how the gnome weather report
applet works.
