Just enabling the applet would help, but it seems circuitous to ask the user to go interact with something else and come back. I suspect the same user that gets confused about where to configure the network is the user that needs to be firmly guided through it.
All it needs is probably, detection of eth0 if it's there, else pointing at an access point and handling the passwords. "Only that" :) To fix this properly, you're right, it would ideally involve network- manager. Ideally, maybe make it a library that exposes widgets that oem-config can use? That's a lot of work obviously. Maybe an easier solution is just 'press this button to setup wifi' and we launch network manager. Does network manager have a dialog for choosing access points?
