Where are you downloading those emails? Only the Inbox folder works for the new
message notification, if your emails are going to another folder as well they
are not going to be counted, that's exactly what's being tracked on bug 251417,
take a look to the upstream report which is being linked there:

ingored. It implies, that string "in INBOX" says nothing.
" which is known and there's no need to open another report for that. Also this
needs to be tested on latest version of Evolution like the one you can found on
Jaunty, such changes cannot go into a LTS release, only major issues can be
backported to there. Thanks.
