reproducible for me with ifupdown plugin in managed=false mode and
having auto eth0 config in /etc/network/interfaces (ENI); using
managed=true in /etc/NetworkManager/nm-system-settings.conf or removing
the auth eth0 configuration from ENI works around this for me.
