Public bug reported:

Binary package hint: cups

Ubuntu does not by default look for network printers. You have to change
that manually by editing /etc/cups/cupsd.conf, by changing "Browsing
Off" to "Browsing On"

Ubuntu should definitly look for network printers by default, and users
should not need to know how to edit /etc/ files!
